Opportunity for public comment on proposed coker in Warren

Members of the public are being asked to provide public comment on the proposed coker at United Refining's refinery in Warren, PA.

Comments can be sent to: Warren County CAP, P.O. Box 2782, Warren, Pa. 16365.

DEP approved the construction permit application despite concerns from the community about the risk to residents health and harm to the environment. The Warren County Quality of Life Coalition has appealed the permit.

dep has already implemented sixty plus
conditions for the safe operations of the de-
layed coker&hydrogen flare,and operating permits
"will not be issued" if conditions are not met.
Well iam for the coker expansion,after all this refinery has been here for over a hundred years
and hasn't blown up yet. These people at
United Refinery are profesionals,they want to go home to there familes to.

There are still health issues that are concerning. The simple presence of the new coker is going to increase nitrogen oxides, known to cause asthma in children and the elderly from increased ozone, by nearly 40 tons every year. By some stroke of luck, they were able to keep the increase just below 40 tons (I think it was 37 or 38 tons/year increase) which kept them from New Source review regulations. Are a few additional jobs worth the health of many more? And, of course, this does not exclude the additional safety concerns. The coking process is very dangerous and things can go drastically wrong.

The DEP is not beyond criticism. It is the duty of the public to hold them responsible for carrying out their mission to protect the environment and the health of the public. Are we to just trust in the DEP and hope they do their job?

When they can show me that there won't be any increased health effects or air pollution from nitrogen oxides, then maybe I'll think about it. Sorry, but I don't believe jobs are more important than people's lives.
